- Standardize and simplify questions to be used across all states
- Provide the ability for a more collaborative approach between the State Agency and Sponsors regarding reviews
- Incorporate new components (e.g., meal pattern and dietary specifications, resource management)
- Change review cycle from 5 years to 3 years
On-site Process
- The On-site process is similar to the traditional CRE review whereby the State Agency performs Sponsor/Site visits, completes forms, and identifies findings
- However, there are some significant differences:
- Depth of review is based on the results of the Off-site assessment risk analysis
- Data collected during the Off-site assessment is validated during the On-site visit
- Greater integration of meal components (e.g., production data, meal service, meal pattern compliance) into review, requiring the State Agency and the Sponsor to prepare for the On-site in advance
- Includes Resource Management component
- Fewer fiscal forms
- Federally-defined forms will be used for supplemental programs
Off-site Process
- The State Agency and the Sponsor prepare for the on-site visit in advance
- By completing the USDA-defined assessment tools, the State Agency can determine:
- Extent of On-site review
- Sites to be selected for On-site review
- On-Site review duration based on review complexity
- Pre-population of select off-site fields using application data
- Off-site tools are completed by the State Agency 4-6 weeks prior to an On-site visit
- Capability provided for sponsors to complete portions of the Off-site assessment
